Intelligence Analyst

SOPD Strategic Planning Analyst with TS / SCI / Full Scope Polygraph

Job Description

Act as a point of expertise in the development of strategic operational plans on a project management basis; support government personnel in interfacing with senior industry, academic, and/or government agency officials in the representation and development of strategic programs; facilitate interdisciplinary collaborative efforts among contractors and staff as necessary; and assist SOP staff with liaison responsibilities across the CT Community. Clearance:  A Top Secret/SCI security clearance with a full-scope lifestyle polygraph is required.

Job Requirements

Subject Matter Expertise:  Have strong project management, organizational and planning skills coupled with a track record of successfully negotiating across organizational boundaries.  Possess the following: Advanced written, verbal, and briefing skills that focus on the ability to convey ideas. Proven ability to develop and execute large-scale strategic plans in the Federal and/or private sectors. Knowledge and understanding of the principles, processes, and requirements for strategic planning and development within a public institution. Knowledge of project management principles, practices, techniques, and tools. Skill in examining and re-engineering operations and procedures, and developing and implementing new strategies, metrics and procedures. Ability to identify, evaluate, and accurately assess the viability of strategic proposals and opportunities. Ability to identify, evaluate, and accurately assess the risks inherent in proposed strategic approaches. Conflict resolution and/or mediation skills (desired). Knowledge of current and emerging internal and external issues impacting on the operational environment of the CT Community (desired). Experience working in federal interagency forums (desired).

Education/Level of Experience

Possess a Bachelor of Arts degree in business administration (advanced degree in strategic planning, business administration, or organizational development is desired) or equivalent relevant experience.  Possess 3-10 years of relevant experience and possess demonstrated performance in similar positions.

Possess the following: Ability to develop and nurture partnerships, individual and organizational, across organizational boundaries and at all levels; strong research, writing, and analytical skills; excellent organization, interpersonal, and teamwork skills; sound judgment, flexibility, and creative problem solving skills; demonstrated strong customer service focus; effective communication skills, both written and oral; ability to interact successfully with all organizational levels, from junior employees to senior managers; prior work in interagency or joint command environment; independent working skills, demonstrated capability to deal with personnel at all levels in government, industry, and academia; and Critical Traits: experience at handling and delegating competing priorities; ability to quickly assess the significance of current developments, and capability to brief senior consumers in a dynamically changing environment are crucial.
