Afghanistan Senior Civilian Advisor

Position Description

Location:  Afghanistan

 The Senior Afghan Civilian Advisor will develop and implement research initiatives that support USFOR-A missions in their areas of responsibility. They will recommend and assemble research teams for different initiatives and staff the teams appropriately. They will review research data and analysis for quality and reliability and will display diverse regional experience, transnational issue expertise, and strong language skills. They must exhibit On-the-ground expertise leading research initiatives in native languages and high level academic expertise and superior writing skills. They will submit post-mission report assessing effectiveness of initiatives.

Primary Duties & Responsibilities:

 Perform as an IOATF-A team member in supporting USFOR-A.

  • Manage up to 5 Local National Advisors working in support of division and higher levels in order to collect, analyze, and disseminate open source sociological or anthropological information throughout the Afghanistan Theater of Operations(ATO) and

  • Provide professional advice and assistance with regard to cultural, social, religious, political, economic and tribal matters and communication strategies.

  • Integrate open source atmospheric information into strategic, operational and tactical decision making and work to develop and manage relationships with influential local leaders.

  • Develop reports, presentations and documentation that provide an understanding of the cultural environment and provide perspective to military and deployed team members in an operational environment.

  • Gather and store information from multiple sources in the public and government domains to meet immediate and emerging cultural knowledge requirements.

  • Conduct in-depth content, quantitative/qualitative analysis, link analysis, tribal hierarchy development, multi-discipline analysis.

  • Prepare reports that assess the overlapping inter-disciplinary cultural concerns;

  • Prepare reports that provide relevant, culturally specific details in support of operational planning and related activities.

  • Performs additional duties as required.

Background Requirements:

  • Must be resident expert of Afghanistan and proficient in researching and collecting, compiling, and analyzing information from multiple sources on specialized topics, familiar with incident-based analytical techniques, familiar with wide scope data-mining operations, extensive experience analyzing or extracting data directly from multiple sources.

  • Able to conduct independent research and analysis regarding Afghanistan using a variety of data resources.

  • Proficiency with Microsoft Office suite and common office software applications is required.

  • Ability to use advanced analytical software and statistical tool suites.

  • Excellent oral and written English communication skills with the ability to communicate complex regional socio-cultural concepts in concise language.

  • Ability to collaborate with other analysts to identify trends and patterns.

  • Ability to interact and engage the US Government customers on a daily basis, responding to USG on-site tasking and direction.

  • Must possess a U.S. Department of Defense SECRET clearance. Must be eligible for a Top Secret clearance and access to Sensitive Compartmented Information. Possessing a final Top Secret clearance is preferred.

  • Educational Requirements: Master's degree desired. PhD or higher preferred. Preferred disciplines: Anthropology, Area Studies, International Relations, Political Science, Sociology with emphasis on cross-cultural analysis or Afghan culture, or related fields. Minimum of 20 years experience in research analysis and production, cultural affairs, or social sciences and research.
